You buy Bitcoin via an online exchanger for $100. This sum became "frozen" by the Scanbit service on the security deposit made by the exchanger.
The transaction is not fulfilled - the user sends a complaint
For some reason, the transaction fails and you face problems when making the exchange or crediting the money. You contact the Scanbit support service.
The exchanger does not respond for more than 24 hours
Exchanger support does not contact or solve the problem within 24 hours.
Scanbit refunds the transaction amount from the exchanger's deposit
The Scanbit team uses the security deposit provided by the exchanger to refund the user the amount of the failed transaction.
